INDEPENDENT POLICY & RESEARCHConceptual framework Edition 0.8.0
Governance & safeguards

Clear authority.
Reviewable decisions.

A shared technical process needs explicit rules for who may act, what information may move, and how a decision can be challenged. These are proposed governance requirements; their effectiveness would need evaluation.

Keep responsibilities explicit

The proposed arrangement would separate several functions that are easy to blur: producing information, verifying it, authorizing disclosure, deciding on a response, communicating with the public, and reviewing conduct. A participant could combine some functions in a small exercise, but should disclose that choice and manage the resulting conflicts.

Technical providers would supply tools and evidence about their operation. They would not acquire public decision-making authority simply because their systems generate an alert. Operational approval would remain with the responsible domestic institutions and service operators.

An independent evaluator would need access appropriate to the review, a mandate to report unfavorable findings, and a process for resolving attempts to withhold material evidence. Independence should be assessed through actual authority and incentives, not the reviewer’s title alone.

Before an exercise begins

Name the person or institution that may approve sharing, issue a material warning, authorize a response, pause the activity, review an exception, and decide whether work may resume.

A proposed control register

Each row identifies a governance question, a proposed responsible function, an acceptance test, and a reason to pause or stop. Specific office names would depend on the jurisdiction and service. This register does not claim to satisfy any particular law or regulatory standard.

01

Purpose and authority

Proposed responsibility
Sponsoring institution, service operator, and qualified review functions
Acceptance test
A written civilian purpose, approved information categories, and a decision-rights map are available for review.
Suspend when
The activity moves outside its authorized purpose or no accountable decision-maker can be identified.
02

Sovereign operation and withdrawal

Proposed responsibility
Each participating institution and its service operator
Acceptance test
The participant demonstrates revocation, local fallback, and an achievable exit process in a controlled exercise.
Suspend when
A shared channel or outside provider becomes necessary for an essential function to continue without an approved alternative.
03

Privacy and civil liberties

Proposed responsibility
Designated privacy and civil-liberties reviewers
Acceptance test
Reviewers can trace permitted use, access, retention, deletion, complaints, and corrective action for approved information categories.
Suspend when
Unapproved personal information is shared, lawful political activity is profiled, or meaningful correction and review are unavailable.
04

Verification and uncertainty

Proposed responsibility
Information owner and independent verification function
Acceptance test
A material warning has a traceable source, a recorded confidence basis, and a way for the recipient to challenge it.
Suspend when
A disputed or fabricated signal is treated as verified without a reviewable basis.
05

Human authorization

Proposed responsibility
Named operational authority
Acceptance test
Material actions can be reconstructed from records of approval, uncertainty, and any exception to normal process.
Suspend when
An AI output or a foreign participant triggers consequential action without the required local authorization.
06

Independent scrutiny

Proposed responsibility
Reviewer separated from delivery incentives
Acceptance test
The reviewer can access the evidence needed to evaluate compliance and outcomes, with protected handling where required.
Suspend when
Delivery teams can suppress unfavorable findings or deny reviewers the information needed for their assessment.
07

Procurement and continuity

Proposed responsibility
Procurement lead, service owner, and oversight body
Acceptance test
Costs, dependencies, portability, maintenance duties, and exit terms are disclosed before a funding or renewal decision.
Suspend when
A material dependency or continuing obligation is concealed, or a provider change defeats the agreed safeguards.
08

Reporting, remedy, and renewal

Proposed responsibility
Sponsoring institution with independent oversight
Acceptance test
Public summaries match reviewed evidence, concerns receive a documented response, and any continuation has an explicit decision.
Suspend when
Significant failures are omitted, affected people lack a usable concern channel, or a temporary exception continues without review.

Set information boundaries before connecting systems

Every information category should have an agreed purpose, owner, access rule, retention period, and correction process. Participants should examine whether less sensitive information can meet the same operational need.

Cross-border sharing should not automatically include personal records, precise details about vulnerable facilities, or material that gives unnecessary insight into essential systems. A concrete review must assess the proposed use case and its protection risks.

Verification records should distinguish observations, inferences, disputed claims, and corrections. A system should preserve enough context for an authorized reviewer to understand why a warning was treated as credible.

Questions for a data-sharing review

  • What exact civilian question does this information answer?
  • Who can receive it, for what uses, and under whose authority?
  • How is provenance checked and uncertainty conveyed?
  • What harm could disclosure, error, reuse, or retention cause?
  • How can access be revoked and incorrect information corrected?
  • Who can independently inspect compliance without unnecessary further disclosure?

Emergency exceptions need a limit

A crisis may create pressure to bypass the normal process. Any proposed exception should identify its specific purpose, authorizing official, duration, permitted information, and required later review. The exercise should test what happens when an exception is misused or lasts longer than intended.

A temporary arrangement should expire or return for an explicit decision. Urgency alone should not quietly convert a civilian continuity activity into a permanent expansion of purpose or access.

Restart after a material failure should require documented corrective action and an independent assessment appropriate to the incident. Restoring a connection should not be treated as evidence that the cause of the failure has been resolved.

Public reporting and protected scrutiny

The public should be able to understand the approved purpose, the organizations responsible, the evaluation stage, the categories of information involved, and the decision to continue or stop. Reports should describe significant failures and limitations in language a non-specialist can understand.

Some information may need protected handling to avoid exposing people or essential services. That creates a need for qualified independent scrutiny of the underlying evidence, together with public explanation of the limits on disclosure.

A complaint or correction process should be accessible, documented, and capable of leading to a response. The existence of a policy document alone is insufficient; the evaluation should test whether people can actually use the process.

Evidence status

All 20 source connections remain untested hypotheses. The platform and implementation plans are independent proposals. The available material establishes no validated MAR effect, combined outcome, or probability of success. Review the evidence standard.
